Costs now, benefits later

Restoration costs are paid in the first years; benefits grow slowly as the habitat recovers. A cost-benefit analysis compares the two over the same time span.

Steps

  1. List costs: survey, materials, work at sea, monitoring.
  2. List benefits and how each will be measured.
  3. Choose a time horizon that matches the habitat.
  4. Test how the result changes with the discount rate.
